To
Sir,
On the occasion of your Excellency's departure from the Colony, we congratulate you on the mark of confidence bestowed on your Excellency by Her Majesty's Government in appointing you to the important post of Governor of Ceylon.
We feel that this is not only a reward for your public services, but is at the same time an acknowledgment that this Colony is now deemed by Her Majesty's Government a place of considerable importance, and for the improved estimation in which it is held.
We consider that the community is much indebted to your Excellency's administration. During nearly six years that your Excellency has administered the Government of the Colony, progress in all the material interests of the place has been steady. Of the public works accomplished during your Excellency's term of office here, we may mention.
